The Planning, Building & Zoning Department is responsible for enforcement of all Borough Codes and laws, except traffic, parking and criminal regulations, which are the jurisdiction of the Police Department.

The Building & Zoning Department reviews all plans and issues all permits and licenses, and inspects new construction, renovations, additions, and existing properties for compliance with the Borough codes.

Karyn Hyland, P.E., Director of Planning and Zoning

Karyn

Karyn began as the Director of Building and Zoning in 2016 after over a decade as the Borough’s engineering consultant. She played a key role in many major projects, including the Cultural District improvements, the Plaza West Parking Lot, Maplewood Playground, and many others.

A graduate of Widener University with a B.S. in Civil Engineering, Karyn is a licensed professional engineer and a member of the Pennsylvania Association of Zoning Officials. She also serves as town planner, bringing her expertise to community planning, land use, ordinances, and much more.


William F. “Bill” Fielder - Building Inspector, Code Enforcement Officer

Bill is responsible for performing building inspections, plan reviews, resolving property maintenance issues and other resident concerns. He brings over 30 years of construction and inspection experience including having served as the Code Enforcement Officer for Lower Salford Township 2004-2010, and prior to that as a third party municipal inspector for Metz Engineers. Bill resides in Perkasie with his family and two African Grey parrots.
